Bauyrzhan YEDGENOV, PhD in Economics

Bauyrzhan Yedgenov is a research associate at the International Center for Public Policy in the Andrew Young School of Policy Studies at Georgia State University. His primary research interests are Public Economics and Development Economics, specifically state and local public finance, fiscal federalism, taxation, the progressivity of personal income taxes, and their relation to economic development and growth, macroeconomic stability, institutional quality and income inequality. Dr. Yedgenov’s dissertation focuses on the impact of fiscal decentralization on economic growth in cross-country setting using geography indicators of the country as instrumental variables to identify the causality. He recently published an article in Journal of Economic Geography (2017) along with Dr. Gustavo Canavire-Bacarreza (EAFIT, Colombia) and Dr. Jorge Martinez-Vazquez (GSU). Mr. Yedgenov is also interested in the use of experimental approaches in public service delivery, particularly in the delivery of health services using affordable technology in developing countries and is involved in several randomized controlled trial (RCT) studies in Pakistan with Dr. Musharraf Cyan that will be submitted for publication in leading health journals. Moreover, he is part of the World Bank’s Youth Corps project in Kazakhstan as a field coordinator, a first major project in Kazakhstan that uses RCT methodology.

Dr. Yedgenov attended Suleyman Demirel University (SDU) in Almaty, Kazakhstan. Upon completion of Bachelor’s degree in Economics in 2008 he worked as a Lecturer at SDU during 2008-2009 academic year. In 2009, he was awarded Edmund S. Muskie Fellowship by U.S. Department of State to pursue Master of Arts in Economics at Georgia State University (GSU) in Atlanta, USA. After receiving his MA degree, he was accepted into the Ph.D. Program in Economics at GSU in 2011 and graduated in 2017.

Galym MAKHMEJANOV, PhD in Economics

Galym Makhmejanov is assistant professor and former director of the Qazaq Institute of Development Studies (QIDS) in the Higher School of Economics at M.Narikbayev KAZGUU University, where he has been a faculty member since 2012.

Galym completed his Ph.D in the Toulouse School of Economics at University Toulouse 1 Capitole, France. His research interests lie in the areas of political economy, development economics, public economics, and healthcare economics. He is collaborating actively with the researchers in other social sciences and healthcare in several joint inter-disciplinary research projects devoted to the public policy in healthcare and social security in Kazakhstan.

He has more than 20 years of professional experience, including senior positions in public sector of Kazakhstan. In particular, he served for the Unified Accumulative Pension Fund as a deputy chairman of the managing board, worked for the Kazakhstan Industrial Development Institute, and others.

Askhat NAMETSHA, PhD in Economics

In 2001, he began his career as a leading specialist in the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies. During 2004-2006 he worked as a researcher at the Institute of Economics of the Ministry of Education and Science of the Republic of Kazakhstan. He was the project manager for the implementation of the Balanced Scorecard for Kazmortransflot and the Amadeus GDS System for Kazakhstan Railways. For several years, worked as a senior teacher, associate professor, Chair of Department in the universities such as Eurasian National University, Academy of Public Administration under the President of the Republic of Kazakhstan and KAZGUU University. Since 2011, he conducted more than 90 trainings, seminars in Astana and other cities of the Republic of Kazakhstan on management, change management and international business. He was the coordinator of the of the Train of Trainer Program project within the framework of training in the fundamentals of entrepreneurship under the Bastau Business program of the NCE RK “Atameken” and Executive Seminar on Export Control. He currently holds the position of Director of KAZGUU Executive Education.

In 2000 Askhat graduated from the Kazakh State Academy of Management (the current University of Narkhoz) with a degree in International Economic Relations. He received PhD degree in International Economics from Institute of Economics, Almaty.

Zhanat MYRZABEKOV, MSc in Economics

Zhanat Myrzabekov serves as Deputy Director of the Institute of World Economics and Politics under the Foundation of the First President of the Republic of Kazakhstan (IWEP), the country’s leading think-tank. Mr.Myrzabekov has tremendous experience in analytical activities, participated in the development and implementation of key strategic plans and projects of the country. Currently he coordinates IWEP Research programs in macroeconomics, industrial policy, human capital and spatial development. His primary research interests include economic security, strategic trade policy, international finance, Belt Road Initiative.

Mr.Myrzabekov earned his undergraduate degrees at Kazakh State Academy of Management (Kazakhstan) and University of Muenster (Germany), earned his Master of Science in Economics also at University of Muenster.
